Raises a very good point though:

They don't need to steal it, with over 140 separate penalty provisions the IRS can just deem themselves justified, and we know they could never do anything unethical or uncompassionate.

Professors of law, legal assistants to Congress, legal assistants to the president. They've been interviewed for awhile. You probably missed it because Fox News is interviewing American Idol contestants to promote its entertainment channel rather than unbiased reporting of relevant news.

An executive order can become Federal law as long as it does not directly conflict with a standing Federal Congressionally enacted law. This executive order is greatly expanding the usual executive order limits, but I'm sure that doesn't bother Obama one bit.

The IRS isn't "stealing" anything.  People that don't follow the law will be fined.  Nothing new about that.
