Sure they can but that won't do a damn bit of good if he's asking for a lot of upfront money. Ask Washington how the Hainesworth deal is working out for them, since they gave him the cash upfront.

They tried hard to get Haynesworth too. Maybe they are feeling gun shy after seeing how they dodged a huge bullet with Haynesworth.
