Well, I counted the players on the Bucs roster and it appears to be 78.  I think they need 90 to go in to training camp.  Something tells me a lot of the "18" could be camp bodies.

Well half of them will be rookies ( drafted and undrafted players).  The rest will be some vets offered vet min.

I forgot about undrafted free agents.  18 doesn't sound like that many.

I can understand signing a few FA signings to help add some talent back on this team, but the whole team change over that happened in 04 didnt turn out so well.

Change is necessary in the NFL salary cap era.

The 5 players in Europe are excluded from the count. 53 is the roster limit. 51 count against the cap. I believe that is correct. Also, Plummer is not counted unless there is a change in his status. 12 spaces plus Plummer and the 5 allowed for NFL Europe, would total 18 available spots. That could explain the precise number Allen used.

Well the Bucs had a losing season last year and the roster (except draftees) remained unchanged from 05. There is no proven formula or one way being the right way. The Patriots for example approach free agency differently every year.
