IMO, im starting to this kerrigan kid, but do he last to 20?

No. He's top 10 talent. We can probably get the 3-5th rated DE at that spot. While I know targeting a DE will be what people will think about, we can probably get the 1st or 2nd rated middle linebacker or the 1st or 2nd outside linebacker. However, much like the way Freeman feel to the 17th pick, the Bucs might find a overlooked DE as well, but I'm thinking we might be better off addressing our linebacker needs and going DE on the 2nd and 3rd round.

Reaching for a DE that will get four sacks a year isn't the answer. The Bucs might be able to nab the best LB in the draft at this spot. By 20, you'll have a couple OTs gone, at least two CBs gone, at least one QB (maybe two), one or two DTs, at least three DEs including Kerrigan gone.
Think VALUE. Kerrigan's not gonna fall beyond about 13 and we can't trade up. A J.J. Watt type looks like the ticket in the second round. But the Bucs could upgrade at LB or go a stud center like Mike Pouncey or even RT like a Carimi here.
DE, while the biggest priority, is not a good choice here.

Three Teams need a 4-3 DE in the first round. (CAR, STL and TB)

No way that Carolina takes a DE #1 overall - that guy doesn't exist in 2011.

St. Louis could take a 4-3 DE, but needs wideouts desparately...  FA crop will have some influence here.

Tampa is probably looking at DE Kerrigan or Quinn (and it's highly likely (IMO) that one or BOTH will be there at 20.

My preference is  LB Akeem Ayers (if the DE's are both gone.)   A man beast for UCLA and Price knows him well.  (This guy
just has to get by the Giants...)

I'm not sure there's much difference between the top few offensive tackle prospects in this year's draft.  I've been pounding the at-least-think-about-RT-in-the-first drum for a little while now.  I'm not sold on Pouncey though, particularly at center.  That may just be me.

If kerrigan is there at 20, we need to snatch him up....I don't know how many teams in front of us are also thinking DE, but a team would be stupid not to pick him.

If he's not there, than BPA......hopefully that's a linebacker or o-lineman....hopefully nate irving's around....also, in the 2nd round, we need to do everything we can to get rodney hudson

Define "best". 

Do you put any weighting into positional value?  In the obvious extreme case, was drafting Janikowski in the first a prudent decision since the Raiders presumably had him as the top rated player on their draft board?  Or should they have put some sort of scaling factor in to take into account that kickers are like horse manure?

Is there any consideration for the inherent uncertainty in scouting?  If you have a prospect rated 91/100 and another 90/100, can you *really* say that one prospect is better than another?  Hell, what if they're both rated as 91s?  Does it really never happen that scouts never say "we feel like these guys are about the same as prospects"?

And, of course, it's almost become tradition for a highly touted quarterback to slip.  Let's say it's Locker's turn this year and he's available at 20.  Should the team draft him?

I've said it a few times. Kerrigan is not a premier pass rusher in the NFL, and that is the #1 thing this team needs. Kerrigan will likely be there at #20, but he should not be the pick for the Bucs. The Bucs need to find a way to land  Quinn, Von Miller, or Aldon Smith (if he comes out). They may well have to move up to do it, because they are competing with 3-4 teams for those players, but those are the top pass rush specialist in the draft. If the Bucs can't land one of those 3, the best option may be trading down a few picks and grabbing Jeremy Beal.
