Unions are an organized voting block and tax payers aren't. Unions know this and can extort elected officials while ordinary tax payers split their votes for other reasons and suffer the burden.

Raises would be capped to the rate of inflation, unless state voters approve. The legislation also would require unions to hold a new certification vote every year, and unions would no longer be allowed to collect dues from workers' paychecks.

I have never liked the term "organized labor" when used to describe unions. Unions don't "organize" labor, management does. Ownership organizes resources and hires management to organize labor to turn those resources into products. Without ownership, resources would sit in the ground unused. And without management, labor would just sit around not knowing what to do. Unions have nothing to do with turning raw materials into products. They are parasites that suck off the workers while contributing nothing to the economy. They are killing their host. Owners can outsource labor to non-union countries and still get their product made, but labor can't move to Bangladesh so they become unemployed. Seems like that is "disorganizing labor" if you ask me.
