Remove troops from Iraq and Afghanistan , ending the drug war, stopping any entitlements for illegal immigrants surely would come close the $400 billion a year required to reach that 4 trillion reduction in a decade.

Make the US a desirable place for large American Corporations to locate their Home offices. Currently the US has 35% corporate tax rate by locating over seas corporations can reduce that to about 15 to 20%. The US needs to compete with the rest of these countries. Even at a 15 % rate would be better than getting a big fat (0) at present not to mention all those jobs that would become available with home offices in the US.
