No he wasn't. He has six yrs in and was not tendered by Bucs. The Bucs do want him back but not a Top 5 salary. Ruud isn't a top 10 talent at MLB. Let Barrett test the FA market. If some team is willing to pay him 5 million + then so be it.

I think Ruuds days are over here. We have seen what he can do and its nothing impressive. We can do better.

You can only place a tender on a restricted free agent. Ruud is not a restricted FA, he's unrestricted this year. Last year was the last time he could have been tendered, and he was. For the highest tender possible.
