Last year, arguably, other than the draft, the Bucs made their biggest impact in improving the team AFTER the final roster cut downs to 53 by signing cut players and raiding other teams' practice squads (Blount, Briscoe, etc). Without the benefit of a full offseason, I think you will see more rookies than ever not making the final rosters. PLUS, with the expanded preseason rosters to 90, that will mean an additional 320 players (above normal) being cut this year. Once the regular season starts, practice squad players salaries count towards the salary cap. No team will be in a better position than the Bucs to offer cut players deals like they did Briscoe last year, where they lure them onto their practice squad by offering them full rookie salaries.
