Freeman would have some pressure to perform or they will have to give Mallett a chance since they invested highly in him.

That's already more competition than Josh has had in his life. Then, there is the motivation factor for Mallett. Here, he would know at least there is chance to start in 2014, if not 2013. Also, Mallett has a very high football IQ.The idea would be to push Josh to his very best, but if that failed, Mallett would get his shot. Josh needs to look over his shoulder and be concerned for his long term starter status....not look over his shoulder and laugh...that won't help Josh or the Bucs. I also agree with BucBalla85's point regarding draft pick cost linked to pressure.
Actually the problem isnt that Freeman stinks. He is average. He puts up good numbers just often enough to make you think he is better than he is. Bad and great are convincing. But mediocre makes you live with the delusion for too many years. He is just good enough to waste our time and not good enough to get us where we want to go.
