Looking at that that website for one minute and I see why those people are brain-washed.  Why would they brag about prior admins efforts and call it what they do?  Looks like pure subliminal marketing to me.

Lifeline is a government sponsored program, but who is paying for it. Some people claim that the government is using taxpayer’s money to run this program, however, the claim is false. Universal Service Fund (USF) which is administers by Federal Communication Commission along the Universal Service Administration Company (USAC), pays for the Lifeline phone assistance program.

I always wondered what those secret verizon fees were.  Now I ask myself who pays the providers that pay the govt that give the phones?  The people on that site are excellent manipulators.
