I would imagine if you have to be 21 to drink you'd have to 21 to bartend.  :-

I bartended at several different places throughout college.  18, 19, and 20.  Didn't matter.  The only time I wasn't allowed to was when I first started college and was 17.  As soon as I turned 18 I was bartending.

Yea my sister bartended in plenty of places before she was 21, and she had no experience. Then again shes a female
