No, it just means they are sleeping with men who are more sexually immoral than the men white women sleep with.  It makes sense since there is such a huge jump in the number of black men who are infected, many who are either gay or bi-sexual.  But again, according to Joe, as long as those black men are pleasing themselves, who cares if they infect their wives/girlfriends with a terrible disease; remember, it's all about ME.
