Rah mentioned in his interview that they are now going to go through FA to acquire guys who can fill in the holes needed to complete the team, he also mentioned Safeties. Which FA are available that can make an impact?

Free agency also includes undrafted players which is what I think he was referring to.

I am inclined to agree.  They will fill out the roster with undrafted free agents to see who sticks, and possibly find a gem.
