Pretty much everyone agrees if Gruden was with a team where someone else picked the players he would be very successful. If it is Washington, all Snyder's money hasn't fielded a terribly talented team this decade. As for Dallas, if Gruden had Parcells on staff and they went through a run of players like the Cowboys did between 2003-2006, they'd no doubt be real Super Bowl contenders. In my mind San Diego is the ideal landing spot, if he's smart enough not to run into it with AJ Smith. Coincidentally San Diego is annually one of the lightest players in free agency, proving you don't need to buy other teams' talent to be good.

Yeah they were just talking about that here in Dallas, the Bucs, over the last 5 years, spent less real money than any other team.

Actually there are three factors to consider:

1.  Lowest amount of money spent
2.  One of the highest ticket prices
3.  One of the best stadium deals

So on the expense side the Bucs have possibly the best setup in the league, while on the price side fans in an area with a lower than average median salary are expected to spend more than almost any other fanbase.
