The biggest difference was one QB got his team in the End Zone and the other didn't. The QB that did won the game.
This doesn't have jack squat to do with Garcia. Any QB who throws the ball over 40 times and can't get the ball in the End Zone will (and should) be the criticized party.
The Buccaneers had 6 drives in Dallas territory, only coming away with 3 FG's. That's horrendous.
