Penn State is a little more over rated than OSU, but I have to go ND who gets a huge jump in polls for beating Washington in OT or besting Navy.

This year, but the question was "annually". OSU made it to the big game 3 times this decade and won one. PSU hasn't sniffed it, but they start year after year highly ranked.

In that order.  Although the top two are very close.  Had ND pulled out a win today, they would be ranked in the top 5 come tomorrow. 
I absolutely cannot stand college football for this reason!  I love the game, hate the system.  I pray before God ends the earth or calls me home we get to see a playoff system at some point.
It's like having a war and letting votes decide who wins??  It has NEVER made any sense whatsoever IMO.  They might as well go back to allowing co-champions since we still don't have a system to clearly tell who is #1 at the end of the season.

Yeah, but that's kinda the point.  OSU had no business being in the last 2 of those games.  They were overrated because of a weakazz Big 10.

Penn State was overrated consistently a decade or so ago, but I don't think they are anymore.

Not too much at all.  And you can't discount that win against USC because it was close, that team was full of talent.

Take away Young - arguably one of the greatest college players ever?  Why?  He played there for three years, why would you take him away?
