I don't think the methodology used is very compelling to be honest.
They aren't trying to tell you who the best QB's are... they're telling you who the best "passers" are. They're simply breaking down the QB's passing abilities... not their decision making, not their clutch performances, not their game calling. Their methodology nails exactly what everyone
