Not to mention more litigation given Scalia's comment.

I haven't read any of the opinions yet (not sure I will read them all :) ) but quick impression is that the Federal Law trumps Arizona's rules as they are imposed on the Federal "Motor Voter" system. I am winging it on the fly here, obviously need much more research, but seeing as the States can determine the qualifications of voters in federal elections, the SC ruled on the process not the principle.
