The Tampa Bay Buccaneers made it known months ago that the team wouldn't be big spenders in free agency. That's been confirmed by the fact that the Bucs have signed just one player -- linebacker Jon Alston -- since the free agent signing period began on Mar. 5. What has also been confirmed is the fact that the Bucs aren't big spenders, either, when it comes to player payroll.

In fact, the Bucs have a payroll of $79 million, which is tied with the Kansas City Chiefs for lowest in the NFL. The most expensive payroll belongs to the Dallas Cowboys at $153 million, which is nearly double the ones owned by the Bucs and Chiefs.

We've obtained the salary cap numbers that would apply if the cap were still in place.  Based on the numbers, the following franchises are, to date, taking full advantage of the lack of a salary floor:  the Chiefs ($79 million), the Buccaneers ($79 million), the Jaguars ($81 million), the Bengals ($85 million), the Cardinals ($91 million), the Rams ($92 million), the Bills ($98 million).

PewterReport.com's Take: Tampa Bay being tied for lowest payroll in the NFL should come as a surprise to no one. It's no secret that the the team's owners, the Glazers, have drastically reduced spending in recent years due to a tough economy and debt associated with Manchester United. The Bucs want to build through the draft, but some question whether not being a player in free agency is a wise approach for a team that went 3-13 last year. It will be interesting to see how fans respond to this approach and news in terms of season ticket renewals this year.
