Sometimes one can paint the picture too broadly with stats. Florida has about a 3% death rate, but the counties vary. Charlotte County has a death rate of 12.3%, Sarasota has a death rate of 8.7% and Manatee county 6%.
It’s not necessarily that a state does not know how to reduce deaths. Some things depend not on the state itself, but on whether the virus happens to hit more vulnerable people. In some ways it is simply luck. However, whatever the death rate is, less infections mean less deaths no matter what. Unfortunately, quite a few people don’t seem to care.
