There's only been one draft class in recent memory without a franchise QB (2007). Otherwise there's always at least one. Sometimes two or three.
But, I think it's worth noting, there's no guarantee that a given team will have a shot at one of those quarterbacks in a given year simply because they had a wretched season. As we saw last year, it's all too possible to have a terrible season and not even be close to having the top pick.
Of course. That's why if you don't know for a fact that you have a top QB, you can't stop looking for one. You always have to be ready to pull the trigger if the right player falls to you.
