I've heard on ESPN on several occasions that Harbaugh likes Carr, so if he is brought in I doubt he would change QB. In a perfect world the Bucs would fire Lovie and go after Harbaugh and let him draft the QB he wants with the number 1 pick.
Having a really high pick is the ideal time to be able to sway a quality coach to come to your franchise.
