      Hrmm...appears it might not be"The biggest change is that Shelton Quarles is now listed as the Director of Football Operations. Traditionally, that's a position that focuses on game-day operations, logistics and locker room management, most notably filled by Joe Bussell AKA NFLosophy in the 2011 season. That would be a demotion for Quarles, who was the team's Director of Pro Scouting last year -- but then, it might be a promotion, depending on what that title actually means under the new regime. Replacing Quarles as Director of Pro Scouting is Scott Cohen, who was hired away from the New York Jets as a Senior Personnel Advisor last year. He was the Jets' Assistant General Manager from 2008 through 2012, and was the Director of Pro Personnel for the Philadelphia Eagles for seven seasons before his stint in New York".

      I don’t think that’s a promotion in the scouting department. He’ll have less to do with scouting now, if anything at all. I think football operations is administrative.Licht totally revamped the scouting department, and it's about time. I'm surprised there weren't more changes among area scouts.

      Are you sure it wasn't , " Director of Running His Mouth About Football But Not Really Having Any Football Expertise Coordinator " ? LOL  But seriously : Regardless of promotion or non-promotion , it's a good move for Quarles because he wants to be a GM some day , and this will give him experience not only in scouting but in Administration also. Good for the resume' .

      Yea it may not be a promotion but it’s a different learning experience. He’s done scouting, now get some experience in operations and administration. He’s being groomed to be a GM.
