Pewter Report’s final 2025 7-Round Bucs Mock Draft came out on Monday, April 21  on PewterReport.com. Josh Queipo and I worked hard on the fifth and final edition of this year’s mock draft.

But now it’s time for me to offer up my thoughts on what I think the Bucs – and the rest of the league – will do in my second and final 2025 NFL Mock Draft of the season. While there will likely be some trades in the first round, none have happened yet, which is a a bit of a surprise. I’ve left all trades out of my mock draft.

SR’s 2025 NFL Mock Draft

1. Tennessee Titans – Miami QB Cam Ward

If a team doesn’t have a quarterback, it doesn’t have a chance at the postseason. It’s clear that Will Levis isn’t a starting-caliber QB and it’s time for Tennessee to move on. Ward is a playmaker and can win from the pocket or outside of it. The Titans seem intent on drafting the Miami QB with the first overall pick.

2. Cleveland Browns – Colorado CB/WR Travis Hunter

Colorado playmaker Travis Hunter is too good to pass up. While the temptation might be to draft a QB, there isn’t one worthy of being selected No. 2 overall. Selecting Penn State’s Abdul Carter is also tempting, as he would pair nicely with Myles Garrett, but Hunter is a rare breed and helps the Browns secondary.

3. New York Giants – Penn State DE Abdul Carter

Will the Giants draft Colorado quarterback Shedeur Sanders at No. 3 overall? They shouldn’t, as it would be a massive reach. The Giants lack talent everywhere and need to draft an elite player. That player should be Penn State’s Abdul Carter, who can greatly help New York’s pass rush, which needs more speed on the outside.

4. New England Patriots – LSU OT Will Campbell

Drake Maye, last year’s first-round pick, proved to be a good quarterback during his rookie year. Now the Patriots offense needs to be built around him, and that means getting capable blindside protector. LSU’s Will Campbell has shorter-than-ideal arms, but plenty of athleticism and tenacity to get the job done.

5. Jacksonville Jaguars – Boise State RB Ashton Jeanty

I had Michigan defensive tackle Mason Graham going to Jacksonville in my last mock draft, and that could still happen. But I’m going to change it up and go with an offensive player for Liam Coen. While Penn State tight end Tyler Warren is in play, Coen loves to run the ball (see last year in Tampa Bay) and Jeanty will take some of the pressure off Trevor Lawrence.

6. Las Vegas Raiders – Michigan DT Mason Graham

New G.M. John Spytek wants more culture-building players in Las Vegas, and that’s what Mason Graham can be. Spytek helped draft Vita Vea and Calijah Kancey and knows that football is won in the trenches. The fact that minority owner Tom Brady is a Wolverine also helps the Raiders pick the disruptive defensive tackle. Plus, Christian Wilkins’ foot has the team concerned.

7. New York Jets – Missouri OT Armand Membou

The Jets are a disaster of a franchise right now, and fortifying the trenches is always a great place to start a rebuild. Bolstering the offensive line with Membou and getting a protector for new quarterback Justin Fields is a smart move. Head coach Aaron Glenn would love a defensive player, and some in the organization want tight end Tyler Warren, but Membou is the right selection.

8. Carolina Panthers – Georgia LB Jalon Walker

Dave Canales is torn between fixing a broken defense and getting a top target like Arizona wide receiver Tetairoa McMillan for Bryce Young. But Panthers general manager Dan Morgan was an NFL linebacker and sees Walker’s playmaking ability as a defender and opts for the Georgia star, who can help Carolina’s sack total.

9. New Orleans Saints – Arizona WR Tetairoa McMillan

With news about Derek Carr’s shoulder perhaps causing him to miss the 2025 season, the Saints could use a quarterback. But neither Shedeur Sanders or Jaxson Dart is worth a Top 10 selection. New head coach Kellen Moore will call plays on offense and New Orleans could use a big, play-making wide receiver like Tetairoa McMillan.

10. Chicago Bears – Penn State TE Tyler Warren

Protecting Caleb Williams at all costs is the priority, but also getting him a tremendous weapon who can get yards after catch after a quick dump off would also help the Bears offense. Ben Johnson probably sees Tyler Warren having Sam LaPorta-like skills and he’ll run plenty of 12 personnel to feature Warren and Cole Kmet.

11. San Francisco 49ers – Ole Miss DT Walter Nolen

The 49ers need help – everywhere. The team could opt for cornerback, but with Robert Salah back as defensive coordinator, San Francisco needs to get back to building a great defensive line and that starts with Walter Nolen at defensive tackle. He’s a disruptive force who plays well versus the run or the pass.

12. Dallas Cowboys – Texas WR Matthew Golden

The Cowboys need to surround Dak Prescott with as much talent as possible. Jerry Jones is probably enamored with Matthew Golden’s 4.29 speed and the fact that he’s a local Longhorn. Pairing Golden up with CeeDee Lamb will help new head coach Brian Schottenheimer’s offense take off in his first season in Dallas.

13. Miami Dolphins – Texas CB Jahdae Barron

Are the Dolphins going to trade away Jalen Ramsey? Even if they don’t, their secondary still needs a lot of help. Jahdae Barron played all over at Texas – at safety, in the slot as a nickel cornerback, and then outside at cornerback last year when he beat out Travis Hunter for the Jim Thorpe Award as the nation’s top defensive back.

14. Indianapolis Colts – Michigan TE Colston Loveland

Colston Loveland has drawn some comparisons to former Colts legendary tight end Dallas Clark, so this seems like a perfect fit. Whether it’s Anthony Richardson or Daniel Jones starting at quarterback, either would need a playmaking tight end to throw to and Loveland could instantly help the Colts offense.

15. Atlanta Falcons – Marshall OLB Mike Green

Raheem Morris was at Marshall’s pro day and seems enamored with Green’s speed, explosiveness and pass rush production. After the failed Matthew Judon experiment, the Falcons signed aging pass rusher Leonard Floyd, but need another young stud off the edge to pair with him. If it’s not Mike Green, it could be Georgia’s Mykel Williams.

16. Arizona Cardinals – Michigan CB Will Johnson

The Cardinals signed defensive end Josh Sweat to rush the passer this offseason, but more help is needed off the edge. Cornerback Will Johnson is sliding down the draft board due to injuries, but Arizona needs help in the secondary and stops his fall. This pick makes sense if he checks out medically, especially since head coach Jonathan Gannon was a former DBs coach.

17. Cincinnati Bengals – Georgia DE Mykel Williams

Sam Hubbard’s unexpected retirement means the Bengals have to find another defensive end to play opposite Trey Hendrickson. Cincinnati prefers bigger defensive ends, which gives the 6-foot-5, 265-pound Williams the edge over other available first-round edge rushers. Oregon defensive tackle Derrick Harmon is also a real possibility.

18. Seattle Seahawks – North Dakota State G Grey Zabel

Sam Darnold could use some protection up front and North Dakota guard Grey Zabel seems like a popular pick for Seattle. He’s solid and safe as a prospect, and is coming off a tremendous showing at the Senior Bowl, proving he could be a plug-and-play starter with plenty of polish to his game.

19. Tampa Bay Buccaneers – Boston College OLB Donovan Ezeiruaku

The Bucs could draft another edge rusher like Ezeiruaku here or Georgia safety Malaki Starks, who could be a Day 1 starter at strong safety or nickelback – depending on where Tykee Smith winds up. But Ezeiruaku is a toolsy proven pass rusher with a high football I.Q. and plenty of bend to get to the QB. He seems like a Bucs fit.

20. Denver Broncos – North Carolina RB Omarion Hampton

Sean Payton knows the Broncos need to upgrade their ground game. He had a stud running back in Alvin Kamara in New Orleans, and Hampton has some Kamara-like attributes, but is a better pure runner. This seems like a great fit in Denver, although getting Ohio State wide receiver Emeka Egbuka is also quite tempting for Bo Nix.

21. Pittsburgh Steelers – Colorado QB Shedeur Sanders

Mike Tomlin keeps trying – and failing – to find Ben Roethlisberger’s replacement. The stars seem to be aligning for Sanders going to the Steelers and they’ve done plenty of research on the son of Deion Sanders. Tomlin has the gravitas to keep Sanders’ ego in check from the start and is desperate for QB help in case Aaron Rodgers opts to retire.

22. Los Angeles Chargers – Michigan DT Kenneth Grant

While Justin Herbert could use another target to throw to like Ohio State wide receiver Emeka Egbuka, Jim Harbaugh turns to a familiar face instead in defensive tackle Kenneth Grant, whom he coached at Michigan. The Chargers need a replacement for Poona Ford, who left via free agency, up front and the 331-pound Grant fills the void.

23. Green Bay Packers – Kentucky CB Maxwell Hairston

The Packers need help at cornerback and take the speedy Hairston to address it. This may be a bit of a reach, but there is always a team or two that overdrafts a player, and Hairston might be a second-round talent who finds his way into the first round.

24. Minnesota Vikings – South Carolina S Nick Emmanwori

Harrison Smith is a Minnesota legend, but Father Time is catching up. The Vikings draft his replacement in Emmanwori, who is built like a linebacker, but has the coverage ability and ballhawking skills of a cornerback to bolster their secondary.

25. Houston Texans – Ohio State WR Emeka Egbuka

Despite the need for more help along the offensive line, the Texans can’t pass up Emeka Egbuka, who is one of the smoothest wide receivers in the draft and comes pro-ready from Ohio State, where he helped win a national championship. With Tank Dell likely to miss most of the 2025 season with a knee injury, here’s more help for C.J. Stroud.

26. Los Angeles Rams – Texas OT Kelvin Banks Jr.

The Rams addressed their defensive line in last year’s draft, so now it’s time to address the offensive line in 2025. Texas’ Kelvin Banks can play tackle or guard due to his size and athleticism, and keeping Matthew Stafford healthy and upright will make all the difference for Los Angeles this season.

27. Baltimore Ravens – Oregon OT Josh Conerly Jr.

The Ravens could use an upgrade at guard and Josh Conerly Jr. has the versatility and size to play either tackle or guard. Ohio State’s Josh Simmons could be an option here, but he tore his patella tendon in October and is not expected to be ready at the start of the 2025 regular season.

28. Detroit Lions – Tennessee DE James Pearce Jr.

Detroit found out last year what New Orleans found out years ago – Marcus Davenport ain’t it. With Aidan Hutchinson returning from a broken leg, he’ll need a bookend on the other side and Pearce brings real speed and athleticism off the edge to aid in the Lions’ pass rush.

29. Washington Commanders – Texas A&M DE Shemar Stewart

The Commanders had trouble stopping the run last year and Shemar Stewart is an incredible athlete with great run-stopping ability. Stewart needs to do a better job finishing when rushing the passer. His 4.5 career sacks at Texas A&M is quite alarming, but he has the athletic tools to blossom at the next level.

30. Buffalo Bills – Georgia S Malaki Starks

Buffalo needs help in the secondary and Malaki Starks played both nickel cornerback and both safety spots at Georgia. His versatility and his penchant for making big plays is exactly what the Bills defense needs this season. He’s a plug-and-player starter who can fit in anywhere in the defensive backfield.

31. Kansas City Chiefs – Oregon DT Derrick Harmon

The Chiefs could use more interior defensive line help with the departures of defensive tackles Derrick Nnadi and Tershawn Wharton. Harmon is a very active and athletic pass rusher and would pair nicely with Chris Jones inside along the D-line. The arrow is pointing up for the Oregon defensive star.

32. Philadelphia Eagles – Ohio State DE JT Tuimoloau

The Eagles need another edge rusher to replace Josh Sweat, and JT Tuimoloau is a very well-rounded defensive end who is coming off a breakout season with 12.5 sacks, playing his best football during the Buckeyes’ national championship run. Tuimoloau has plenty of experience and steps in as a Day 1 starter.
