Even though the Bucs most likely won’t be drafting a quarterback in the early rounds, they should be hoping for a great combine and pro day from some of the top prospects.
The performances of players such as Drew Lock and Dwayne Haskins could make other teams in need of a quarterback become desperate to get their guy and give up more to move up and take them.
As NFL.com draft analyst Chad Reuter has said, the Oakland Raiders along with the Bucs would be a draft position that teams would trade for, with Oakland and Tampa Bay holding the fourth and fifth picks respectively.
Reuter lists the other two Floridian teams, the Jaguars and Dolphins, along with the Denver Broncos as potential trade partners, while Evan Silva of Rotoworld Football has stated that John Elway has been keen on Missouri quarterback Drew Lock. The Jaguars hold the seventh pick, the Dolphins 13, and the Broncos slot in at 10.

General manager Jason Licht is no stranger to moving back on draft night. Last year, he traded the Bucs seventh overall pick to the Buffalo Bills for their 12th pick in the first round, and the 53rd, and 56th picks in the second. He then traded the 56th pick to the New England Patriots for the 63rd and 117th picks. All of those four traded picks ended up being Vita Vea, M.J. Stewart, Carlton Davis, and Jordan Whitehead.
With Licht showing a willingness to trade back in the past, it becomes a matter of how willing is another team to move up. Looking up at the top 15 picks in the draft order, the teams who might be looking for a quarterback in round one outside of the three aforementioned organizations would be the Giants at six and Redskins at 15.
This also comes down to how far the Bucs would be willing to move back. For example, moving two spots down to the Jaguars seventh pick can still ensure them the opportunity of picking both a talent and a team need on the board such as Ed Oliver, Jonah Williams, Devin White, or Greedy Williams. But moving somewhere like to the 15th pick many not bring the same kind of impact player. Free agency might answer some of these questions as a team may take a flier on Joe Flacco or Blake Bortles for a quick fix. We will find out as the draft date comes closer.
