Wednesday is a busy day for the Bucs for several reasons. They along with every NFL team will announce their 2025 season schedule later this evening. Earlier in the day, Tampa Bay announced several promotions to their football operations staff.
Bucs’ Front Office Promotions
Here are the official promotions to the football operations staff for this season.
Rob McCartney – Assistant General Manager
Mike Biehl – Vice President of Player Personnel
Jeremiah Bogan – College Scout
Keairez Coleman – Physical Therapist
Korey Finnie – College Scout
Brett Greene – Senior Video Director
Dave Hamilton – Vice President of Performance Science
Tony Hardie – Director of College Scouting
Jordan Morrow – NFS Scout
Shelton Quarles – Senior Director of Football Operations
Samantha Richter – Associate Athletic Trainer
Shane Scannell – Director of Player Personnel
Nick Schmetzer – Equipment Manager
Matt Taylor – Video Director
The two headlining names that stand out in the group are Rob McCartney moving to assistant general manger and Mike Biehl a vice president of player personnel. The Bucs have two assistants to Jaosn Licht as McCartney joins Mike Greenberg as the other assistant general manager of the Bucs.
McCartney joined the organization in 2011 fresh out of college and after working for the Steelers as an intern from 2006-2010. He has worked his way up the ladder since being hired as a pro personnel assistant.
Over the years, he has been a pro scout, a national scout, a pro scouting coordinator, director of pro scouting, and the director of player personnel. His latest job title has a large focus remaining on assisting Licht during the draft process as well as free agency.
Biehl has worked alongside McCartney throughout his time in Tampa Bay, but his resume bullet points are more on the college scouting side. He joined the organization shortly after Licht in the summer of 2014, with the first draft he contributed toward being in 2015.

He served as the director of college scouting before moving into a director of player personnel role before the 2022 season. During that time, he has been a key voice in the war room as the team formed the foundation that helped them lift the Lombardi Trophy.

Bucs Announce New Hires
The Bucs also announced the hiring of Zach Beistline as the director of football research and Patrick O’Brien as a performance dietician.
Beistline comes as an intriguing because he has in game management experience. Presumably it appears that he’s going to help Todd Bowles with certain situations that happen during the game. This is an area where Bowles has been questioned about before.

Beistline had spent the last 12 years with the Jacksonville Jaguars with his highest title being director of game management. He should provide an immediate impact with some decisions for head coach Todd Bowles.
