How has restrictions on college practice affected quality of play of draftees?

Have gotten some good feedback from y'all on subjects here on occasion so I thought I'd ask people...even SR and MC..this question.  A while back the NCAA put restrictions on practice time  and other elements for players on their football teams.  Especially given the changes in the NFL over the past decade, I'm just wondering if Scott or Mark or anyone might have an educated opinion on how that has affected the quality of players coming into the NFL.  Do you feel it has gotten better with fewer injuries and more time to study game film?  Do you feel it has gotten worse due to less time with hands-on practice?  Has it remained level, in your opinion?The game is different, and call me old fashioned, but I think the quality of play is not the same as it was in the 90's or 80's...just my opinion.  It's also a different game.  Anyway, as I read about Licht and wanting to build through the draft and the conversation about the rookie camps, I was hoping to get some opinions given how many rookie camps you all have gone to and from people here who know this subject.
