While the Bucs aren't in the QB market, I still found this article very interesting: http://espn.go.com/nfl/story/_/id/15391775/taking-quarterback-early-round-2-makes-lot-sense-some-teams-nfl Barnwell makes two points:1) QBs who are drafted at the top of the 2nd round are equivalent to late 1st round picks. This is because most teams drafting 17-32 usually don't have a need for a QB (that's why they're drafting later). Thus, late first round QBs will drop into the 2nd. This goes against the common logic of QBs being overdrafted. Obviously that happens to an extent, but even with QBs being overdrafted you can get good value in the early 2nd. 2) If a QB isn't drafted by the high 2nd round he has a very poor chance of being any good.This is because if a QB needy teams (usually teams drafting in the top 10) passes on you twice you're likely heavily flawed as a prospect.
