I appreciated a story I read about what the Bucs could or could not do regarding going after Collins as a undrafted free agent, which is something I was thinking about given our extra cap room. It was briefly mentioned that we couldn't offer him anything except the league minimum for two years. Assuming this is true, can you or someone explain the why in that. I can understand a cap on high draft pick salaries as they were out of control... but I thought we offered a practice squad player a players' salary before. WHY can we not offer an undrafted rookie what we'd like to pay him. Even if it wasn't top dollar we should be allowed to offer Collins what we'd want.Thanks in advance to anyone who could shed some light on this issue. BTW, just went to the Red Board and saw the article I'd read elsewhere put on the Red Board for those who'd want to read it.
