BACKGROUND
For years, the hard fought Voting Rights Act subjected certain GOP strongholds to pre-clearance of any voting change, inclusion many counties in NC.
THE GOP sued repeatedly to free GOP areas from the pre-clearance requirement.
In 2013, the Supreme Court agreed in a case called Shelby County v Holder, with Chief Justice Roberts infamously saying the county "has changed." (boy was he wrong)
Right after the Shelby County caae the GOP-run NC legislature passed a voter ID law.
How could a voter ID law be racist? Well, this is federal court explaining:
"Following that [Shelby County] ruling, the legislature “requested and received racial data” on the use of various voting practices in the state before “swiftly expand[ing]” the single-issue H.B. 589 into “omnibus legislation.” The newly expanded bill included “a number of voting restrictions” that would fall most heavily on minority voters, including stringent voter-ID requirements that excluded “many of the alternative photo IDs used by African Americans.”
"voting in North Carolina was and currently is racially polarized; if you know
a voter’s race, you can often predict how that voter will vote. This dynamic, according to the Fourth Circuit, presents a “political payoff for legislators who seek to dilute or limit the minority vote.” The legislature enacted H.B. 589 in pursuit of this payoff; with an “almost surgical precision” it crafted a voter-ID law that permitted only those forms of identification which minority voters disproportionately lacked."

IN OTHER WORDS, the GOP-legislature actually reviewed racial voting data to see what kinds of ID were most used by African Americans and then EXCLUDED those IDs
(this is the fact that all your GOP websites leave out when they get you to say "everyone should have to show an ID to vote.")
LAWSUITS FOILOWED and the new voter ID law was struck down AGAIN
the NC legislature went to the Supreme Count, but the Court declined to hear the case (meaning, the lower court was right to strike it)
the GOP didnt stop, they put the same Voter Id law on the ballot AND THEY DID IT WITH THE SAME SALES PITCH they give to many of you ("everyone should have to have an ID"), but here was the key detail (again):
"The language of the amendment proclaims that all North Carolina voters “offering to vote in person shall present photographic identification before voting.” N.C. Const. art. VI §§ 2(4), 3(2). Implementation of the amendment, however, is left to the legislature, which “shall enact general laws governing the requirements of such photographic identification, which may include exceptions.” "
