Like everything in America, policing reflects to out-sized power of the lobby, in this case UNIONs

https://www.cnn.com/2020/06/23/us/eric-garner-officer-misconduct-complaints/index.html

Disciplinary record of ex-officer who held Eric Garner in chokehold is finally released

Read the article but this is the quick version on the Garner case

Its 2020

"A review of newly obtained disciplinary records of the former police officer who held Eric Garner in a chokehold before he died shows the officer had seven misconduct cases investigated against him in the five years before Garner's 2014 death."

The 2014 and before records were released NOW because the LAW was just repealed

"The release of the records comes on the heels of the New York State legislature repealing a law known as 50-a, which shielded police disciplinary records from being viewed by the public for years.

The police officer who killed Garner IN A CHOKEHOLD and over sale of CIGARETTES wa snever charged

"Pantaleo was never criminally charged in Garner's death. The officer was fired in August 2019 after an administrative judge overseeing a police department disciplinary trial found him guilty of using a chokehold on Garner."

EVEN THE decision by the ADMINISTRATIVE JUDGE WAS HIDDEN

"During Pantaleo's trial his disciplinary records were not allowed to be released publicly due to the shield law. The decision made by an NYPD judge in his trial was also sealed because of the law."

Garner's mother fought for the records for YEARS

"Carr said through the help of police reform advocacy groups she was able to learn about Pantaleo's history piecemeal, as people who had been allegedly abused by him came forward"

And then the 4th Estate Helped

You idiots call is the Fake news media

"Carr was further emboldened to continue pushing for justice for her son after Pantaleo's disciplinary records were leaked to the progressive news website Think Progress in 2017."

so what did the records show?

"The history of allegations made against Pantaleo was released Friday by New York City's Civilian Complaint Review Board (CCRB), an independent oversight agency that reviews complaints against police officers. Seventeen complaints against Pantaleo were filed with the agency from 2009 to 2014, the year Garner was killed. They resulted in eight cases being opened against Pantaleo, which included the case involving Garner's death. Three of those cases had claims that the CCRB deemed were "substantiated," including Garner's."

BECAUSE OF THE OUT-SIZED POWER OF POLICE UNIONS MANY POLICE OFFICERS ARE ALMOST IMPOSSIBLE TO INVESTIGATE AND ALMOST IMPOSSIBLE TO DISCIPLINE. IN FACT, the prior unknown penalties for Garner's police officer included . . . "instructions" and the loss of two vacation days. Ouch, painful!

Rough, huh?
