In the U.S., the intent of incarceration seems to be punitive rather than any attempt at rehabilitation.

I think that has a lot to do with cost of actual rehabilitation.

To be sure there's cost involved w/ both but the profit seems to be in the incarceration. For profit prisons incentivize incarceration which does not serve the public interest."Imagine living in a country where prisons are private corporations that profit from keeping their beds stocked at, or near, capacity and the governing officials scramble to meet contractual “lockup quotas.” Imagine that taxpayers would have to pay for any empty beds should crime rates fall below that quota. Well thank God for the criminalization of marijuana, otherwise the penal-industrial complex might come crashing down.The president should appoint a prison czar. We can call him 'The Minister Of Freedom.'

I generally agree with the premise we don't do enough to re-integrate former prisoners.  Unfortunately, the idea of rehabilitation for many, or most of these guys is a pipe dream.  For others, particularly drug offenders and heat of the moment guys, there really is nothing in place to help them.  One would think the system would take the whole spectrum of the experience  - from removal from society, to sequestration, to reintroduction - into account.  Unfortunately we only do the first two and we do that horribly as well.The problem that I, and many others have with what Holder is going on about is that this is an incredibly transparently political move.  There may be a moral case for or against the restoration of voting rights, but there is absolutely no practical case for them in the context of rehabilitation.  And while I know a certain percent of our electorate likes to stick their heads firmly in their...sand... democrats have been doing everything in their power to damage the integrity of the franchise and continue committing fraud.

Sticking non violent prisoners in with violent prisoners results in them coming out worse than they went in. Not much of a rehabilitation plan. But a good punitive plan. The state run institute of sexual abuse and brutality. Give the people what they want.
