Sadly you misread the report -- well actually you read the summary not the actual report. The structural damage isn't what brought the building down, per se, it is what cause the thermal expansion to trigger a collapse. In other words, the loss of structural integrity due to the flames was exaggerated by the loss the several structural support columns.  The combined factors whacked the building.  You want this to be a this or that situation when a combination of factors that really no builder could or would account for collapsed all the buildings that day. Furthermore to quote from the happy little summary you read -- and the glory of quoting one part and ignoring another is priceless here:The team said that the smallest blast event capable of crippling the critical column would have produced a "sound level of 130 to 140 decibels at a distance of half a mile," yet no noise this loud was reported by witnesses or recorded on videos.Oops, sorry demolitions make noises...no boom, no explosives. Just fire and structural damage. Ouch.

No kidding,  all of which was caused by office fire. Your precious NIST summary has the diagram to show you.. So, your 25% structural two-step just went right out the window. Which is why your precious NIST "summary" is entitled;"NIST WTC 7 Investigation Finds Building Fires Caused Collapse"BTW..Stop the double-talk. It won't work with me.
