worth mentioning though because a) it highlights the almost impossible task of being a police officer (the guys is on PCP) but b) especially where there is no money or interest in community policing (part of what the BLM movement seeks with the "defunding" thing) BECAUSE ... as you will read below .. they secure him, he complies, its just that the cops are not mental health or social workers and they probably have to get on with their work, so . .. well read it.
"Prude was then stopped by Officer Mark Vaughn from the Rochester PD. Vaughn, pointing a taser, ordered him to lay on the ground and put his hands behind his back, to which he complied. Officer Vaughn then handcuffed Prude as he lay on his stomach. "

"Prude spat, yelled and told the cops that he had COVID-19. They put a hood over his head then laughed at him while he screamed profanities at them.
After the hood was placed over his head, Prude became more agitated. He flipped onto his side and yelled 'give me that gun!'. Then, three of the cops pushed him into the cold ground and held him down for more than three minutes while he screamed. The cops only became worried when they noticed fluid seeping out of his mouth. By then, he was unconscious. "
he died shortly after.

Believe it or not, part of the "defending" ides is that police are in an impossible situation because they are forced to deal with this stuff and domestics and many incidents where no arrest is needed.
Hes on the ground naked and cuffed. Call in the non-police. One cop stay there for security, but let the counselors deal with him
Charge him for the care, if you want, but this death is more because the cops are not really equipped to deal with it (note the laughing, ie dont understand risk)
