I've heard of this Estonia experiment before while monitoring the whole Russia/Ukraine thing. This is also a great experiment, possibly influenced by Alvin Toffler's 'The Third Wave", and Powershift books from back in the 1990s(which I can't help noting predicted the fall of the Soviet Union, and mentions Donald Trump as a throwback to the smokestack era{the industrial past and not the information future}}
