He's Bolton's right hand, he was on the phone for the call, and the reason he did not show is that the White House asserted a privilege/immunity that literally does not exist (iei its bogus) that they call "Constitutional Immunity"
By most accounts, Kuppermans is a thoughtful, highly-respected career civil servant, but he is also Bolton's right hand guy, so the White House's crazy assertion creates the impression that the WH is really worried what he might say, particularly because Trump so alienated Bolton and Bolton called Rudy a "hand grenade"
Anyway, today's events will probably be an Obstruction of Justice count, certainly if the Court rules against the so-called "Constitutional Immunity"
