Large grains of salt needed but this particularly city police department has a long history of race problems. In fact, as discussed in this article, the current union head - a Trump supporter who Trump has on stage with him during the local rally - was (I think) the prior chief eventually sued by the current chief and several black police officers for racial discrimination.

This stuff will all be examined now in great detail, including how this department responded to the Obama admins reform efforts.
That last part will come out because Trump closed Obama’s reforms in favor of a “tough on crime” approach that is LIKELY the reason this guy was on stage with him.
