These documents which show the WH staff scurrying around right after the call — including considering whether it was illegal to hold the funds - were produced in a heavily redacted state in response to a Freedom of Information Act suit.
In other words, a public integrity entity sued to force production of precisely the type of documents that Congress sought from the WH but that the WH refused to produce
