You will notice that the electoral votes for Trump/Pence are submitted by Nancy Cottle. She is the Chairperson of the Electoral College of Arizona. There is NO conditional submission statement. Far from it.
1. It is summited to appropriate entities - eg Senate the Archives, the state Supreme Court
2. It cites 3 U.S. Code § 11 -- the code for LEGAL submissions of electoral votes
3. It AFFIRMS that they are the "duly elected and qualified " electors
4. It says (per the law) that they met and voted
5. It is signed by ALL of the subscribing electors
NSANCY COTTLE is a GOP fixture in Arizona and IMPORTANTLY a plaintiff in the lawsuit filed by SYDNEY POWELL so she KNEW the status of that lawsuit and that it was the proper channel. They all did. Yet, NO CONDITIONAL SUBMISSION
