Mueller Report offers three and they explain why the report concluded that it could NOT exonerate Trump (backwards for a prosecutor)

1. Sitting President can’t be indicted
2. No underlying crime
3. Subordinates declined

Interested to see whether Mueller testifies. If he does, I would expect Democrats to be disappointed because he is a pro and will defer to AG
