Just read it yourself. Its Trump's rant about what he thinks the world should be, meaning it doesnt order anything. Its a preamble to what follows, so what follows?
Section II Protections Against Online Censorship
Twitter didn't pull his tweet it tagged it, with third-party content, but back to Trump. What mighty Order does he use to crush Twitter? Here it is:
"It is the policy of the United States that the scope of that immunity should be clarified"
BWAHA. TRANSLATED. "FCC tell us what you think it means, here's what we think it means . . ."

JUST READ SECTION 2. You should see that Section 2 focus on the Act (47USC 230). See it discussed in the second paragraph?
Look in the 3rd paragraph. Do yOu see it begins "In particular, subparagraph (c)(2) expressly . . ." WHAT HAPPENED TO SUBPARAGRAPH (C)(1). One comes before 2, right? WHY DID THEY SKIP (C)1)? It is the paragraph at issue! This isnt about civil liability (sub (c)(2)). This is about an online platform's ability to moderate its content, right? THATS (C)(1)! here's (c)(1) right from the Act itself:
"(1)Treatment of publisher or speaker
No provider or user of an interactive computer service shall be treated as the publisher or speaker of any information provided by another information content provider."
tRANSLATED: Twitter is NOT a PUBLISHER of any information provided by CNN, Washington Post etc ("ANOTHER INFORMATION CONTENT PROVIDER"). This is what twitter did, it tagged Trump's post and directed the reader to CNN, WaPo etc.
SO WHY DID TRUMP'S ORDER SKIP IT?
Because he wants to convince the FCC that its not there and you can see that because here's his argument from LATER in the the actual Executive Order. Please notice his shift from asking the FCC to clarify to asking the Secretary of Commerce to ask the FCC to ask CONGRESS (lol -- "propose regulation") to clarify, DID YOU GET ALL THAT because hes acknowledging he cant do anything without CONGRESS lol. Here's the actual text from the EO so you can see for yourself:
"In addition, within 60 days of the date of this order, the Secretary of Commerce (Secretary) . . .shall file a petition for rulemaking with the Federal Communications Commission (FCC) requesting that the FCC expeditiously propose regulations to clarify:
So, clarify what? Remember (c)(1) is the key:
"(i) the interaction between subparagraphs (c)(1) and (c)(2) of section 230, in particular to clarify and determine the circumstances under which a provider of an interactive computer service that restricts access to content in a manner not specifically protected by subparagraph (c)(2)(A) may also not be able to claim protection under subparagraph (c)(1)"
LMAO. Look at the words I put in bold. Transalated: FCC, propose regulations to Congress that clarify under what circumstances would Twitter "restrict ACCESS to content (they didnt do that, the content is there)and maybe ("may") not have the protections that I ignored before (subparagraph c1)
He's asking the Sec of Commerce to ask the FCC to propose to Congress regulations that MAY get Twitter in trouble for doing something IT DID NOT DO ("restrict access to content")

HE MENTIONS CAPITOL HILL, right? The guys (Trump and Barr) who routinely ignore Congress? He might as well have said, "Trump barks really loud but his penis is too tiny to do damage to my ass." In other words, this was the dog and pony show his henchman came up with to cover him for his crazy Tweets that he would "shutdown" Twitter.
IF THATS NOT ENOUGH FOR YOU, HOW ABOUT TRUMP ADMITTING AS MUCH:
"On Thursday, Trump acknowledged that legal challenges to the order are on the horizon, saying he was "sure they'll be doing a lawsuit."
"I guess it's going to be challenged in court, what isn't?" he asked. "But I think we're going to do very well."
