He is but one big reason for that is that he’s always unprepared, tiffing, talking off the top of his head. This turns his “victory” into dust.
Some of it is unfair, but just look at his statement on the Special OPs killing the ISIs leader. Total victory moment that devolves because he claims he predicted 9/11 and stuff like this:
