Not much difference for Brown because I think the event was in Miami and I think Florida still has the 10-20 law for firearms, with 20 mandatory for the discharge.
Could definitely be wrong, but I think he's in real trouble if the reporting is correct.
As some here have posted, sort of a mental illness issue.
