The new regime will want to put a stamp on this team and DE, OL, CB, WR will be probably addressed in free agency.

I wouldn't rule it out - I think a quarterback IS in play at #7 depending on who's available. However, as I mentioned in another thread, when you pick a quarterback that high, the GM, coach and OC are married to the guy so you better be damn sure that he's likely to be a success. Smith and Tedford (and possibly the new GM) really need to evaluate Glennon before the draft and decide if he's good enough to get a shot at being the guy or if they have to get someone else.Frankly, I'd hate to be in their shoes this year. If they go with Glennon and he fails and someone they could have drafted lights it up, they are going to look bad. Draft someone and he turns out like Akili Smith and Glennon beats him out is also bad. The only way you get away with success in this draft is if Glennon at least looks okay and you pick a slam dunk pro bowl player.I'm still thinking the best player for the Bucs might be Sammie Watkins, but that's just MO.

Carr is possible considering how well he fits Tedford's system and Tedford's connections to David Carr, as a number of people have mentioned. Still, I personally don't see him as much of an upgrade over Glennon. In the games I've seen, his footwork is all over the place. He has a good arm, but he throws off his back foot a ton, which compromises his accuracy. When his mechanics are good, he can zip it, but you're never sure when that's going to be. I've also heard that people have concerns about his pocket awareness. His stature isn't anything to get excited about, either. He strikes me as a pretty average prospect overall, not someone who's worthy of the #7 overall pick. Some evaluators really like him, though, and they know more than me.

I agree on his release and on Glennon's mechanical breakdowns. It's just that with Carr, the mechanical breakdowns are more the norm than the exception in the games I've seen. He's not as extreme as Brett Smith, who is a complete roulette wheel when it comes to mechanics, but he appears to have developed some bad habits due to relying on his arm talent. A good QB coach can certainly help with that, and the Bucs look to be hiring some guys who concentrate intently on mechanics, which is terrific.
Bortles has footwoork breakdowns as well but he can throw on the run and evade pressure. Manziel makes it look so natural on the other hand with his sandlot play, but Teddy is pretty much the only QB with consistent footwork in this draft. All these QB's being considered to be potentially drafted have a few things in common: Either they evade pressure or they have a quick release which is paramount in the NFL.

because you can't win crap with a below average QB. Now I don't know how the Bucs rate Carr or any QB but it's a definite position of need.
If Bridgewater Bortles and Manziel are gone, then any QB left at #7 can be had in the 2nd round
