There's no way they don't draft Winston (or Mariota). A really bad choice (not made by Licht) is to bring in Lovie. Lovie tanks the team, so they get the premium pick and there is a QB . . and a Florida QB at that.
So if you view the pick of Winston as reflecting the circumstances created by the team, not Licht, then Licht is part of righting the ship by creating the SB team around Winston (Evans Godwin Marpet etc) and bringing in the HOF coach and GOAT QB
That's probably one reason the owners seem to love him, he pulled their assess out of the fire.
The reason its very difficult to fairly judge a GM or a coach or even a player is because there are so many factors. For example, you cannot FAIRLY tie Licht's record to the Lovie years because Lovie was hired FIRST and was clearly an incompetent NFL HC

Tom Brady reportedly came to the Bucs because of the weapons (Licht) and Arians (Licht) and east coast (family). Arians came to the Bucs because of . . Licht . . . and because his favored staff was available and family.
I dont think Licht is some great GM in terms of drafting BUT it should be impossible to critique Licht's time with the Buccaneers without first acknowledging that the Super Bowl is pretty much all him
He's responsible for both Arians and Brady and he drafted most of the "weapons" that both saw on the Bucs roster when they decided to come here.
He also drafted a number of big flops.
