Its more than frivolous, but not to the "frozen asset" point. I dont think a lot of details have been leaked since its a pending investigation, but probably around 7 on a 1-10 scale.
If they're waiting on a coach from Denver or Seattle to finish their seasons, I see no real need to rush. That said, if they don't hire someone from one of those two teams, then they're really stupid for waiting this long. Honestly, I don't really think that any coaching hire made so far this year was all that great, so it's not like they missed out on anyone.

I think a lot of that outcome was the result of being jilted at the altar by Chip Kelly...and a horrible knee jerk reaction hire to that. The difference being the Browns just lost really good coaches in Turner and Horton...we had nobody at that level when we showed Raheem the door.

I agree. I am friends with a few Browns fans and it is terrible. I honestly want to see the have some success out of pity. They have a great WR in Gordon and a great TE in Cameron. A great O-line. A solid defense. They have the 4th, 26th, 35th, 68th, and 79th pick of this draft. With five top 100 picks they really could make a turn around this year. They need to get the right regime in place because this is a huge opportunity. I mean of course they'll blow it. They're the Browns....but still.
