The Bucs did sign low cost free agents like Gaines, Neal, Moore, Feiler, etc. But we are presuming that the team didn't do their homework on the free agents at safety compared to the UDFAs. Other than Neal the Bucs went aggressively after UDFAs to fill in gaps and we shall see if that pans out. Veteran free agents even at a low cost are not a slam dunk to work out. Moore for example was outplayed by Trey Palmer and I do not think Gage was going to hold onto the #3 spot for long anyways if he was not hurt.
To me this feels more like 2005-2006 than 2009-2010 IMO. The Bucs have a veteran core still and they are asking rookies to do more in the starting line up. Keep in mind that even in 2009-2010 the team did still sign veteran players while going through the "hungry" movement but they were merely filling gaps or as coaching mentors for younger players.
Lots of other teams seem to do well with rookies. Coaches need to step up and develop those young players like those other teams do.

There are 25 players on the initial 2023 roster that weren't on the initial 2022 roster. So that's retaining 27/52 players, for 51.9% retainage. That's a pretty far cry from the "essentially the same team" nonsense you were spouting for months.

As for Bowles having complete control of the roster, no. But he has complete control when it comes to later round picks and UDFAs. He wouldn't cut a Day 1 or Day 2 pick without some serious discussion with Licht, but he can cut a 5th round pick or later and Licht wouldn't lift an eyebrow. He didn't have anybody telling him he has to keep 12 rookies. But he does have (Warning: Speculation! Warning: Speculation! Warning: Speculation!) an agreement with Licht on how to proceed this year. Licht and Bowles are a team. They aren't at odds with each other as in some organizations. Whatever they're doing, they're doing it together. This is a fact (Warning: Not a fact. Speculation!) that I didn't fully appreciate until now, when he kept 12 rookies. That was a wakeup call.
