I think it would be pretty common for a player to want to tell the public if he was going to be ready for the season, but you're right that if he doesn't that doesn't necessarily mean anything. However, Godwin is a prospective free agents and other teams in the NFL need to know. If you don't tell them, that does mean something. And if you tell them, then you'd think it would leak out. Godwin on another team wont be as good, as he will be here. He is well respected, loved and a focal point. On another team he will be making a big mistake as a lot of other free agent wr's, the scheme isnt the same the production isnt the same and the same respect isnt there.

I agree with DH that Jax is an obvious exception, but also agree with you that the. Bucs have the inside lane because he should want to stay here, most other things being equal
Legal tampering starts at noon tomorrow. Void date is March 12th at 4PM when the Bucs have to take the cap hit on Godwin's void money. Godwin's agent has no reason at all to sign anything until sometime on March 12th prior to 4PM. There will be offers coming in at exactly noon on Monday and from the sound of it there will be some good ones. Why not sit back and see what comes in before agreeing to anything with the Bucs? That's probably why nothing has come to fruition, and probably won't until Wednesday.

The best risk/reward player always comes down to cost.
Reddick and Judon are old so they're the cheapest I'd guess.
I'll take any of them over our current edge rushers but none of these guys get me excited.
