The way Brady’s contract was structured, the Bucs are left with a $35,104,000 dead cap hit. This combined with their other current salary cap commitments leave the team $55 million over the 2023 cap.

Vea is set to have a $12,500,000 salary in 2023. The Bucs can convert $11,420,000 of that into a prorated bonus. They can stretch the proration over the remaining four years of his contract without using void years. Doing so would reduce Vea’s cap hit from $15,651,652 to $4,346,765
For Godwin they can restructure the vast majority of his $20,000,000 salary across not only 2023 and 2024, but also the 2025 and 2026 seasons that he already has dead cap hits assigned to. That would reduce his $23,750,000 cap hit to $9,560,000.
Bucs still have to find players to fill the 23 roster spots set to be vacated by impending free agents. By restructuring Jensen and Barrett the team can free up over $18.3 million to give them the limited room they will need to make small deals to fill out the roster.
All-in-all the Bucs are set to make a flurry of moves leading up to the new league year, which is March 15 at 4:00 p.m. ET.

$52.67M in savings. We still would be $3M OVER THE CAP with 23 free agents. Paying people that aren’t under contract like Julio, Hicks, lavonte, etc.

It is doable but the Bucs are better off using the draft and undrafted free agents to fill out the roster. This is where the coaching staff being in place should be able to produce results and accelerate the learning the rookies with the existing veterans on the roster.
I’m thinking Drew Lock will be brought in to compete with Kyle Trask. Cheap QB options.
Only other considerations I can think of is Ryan Griffin and Blaine Gabbert. Everyone else is too expensive.
Look at the cap problems the Bucs are having right now. It's because of the restructuring they did. Because of restructuring using bonuses there is money owed to players who are no longer with the team or are free agents. They did it to win a Superbowl, but before that Licht was not known for doing a lot of "win today, pay tomorrow" stuff which is why we haven't had this problem in the past. This is what Licht will now be trying to get out of. Now fans see that you can restructure everything into the future and that will get them out of the problems they are having today, but that only pushes the problem into future. Sure there always will be restructuring as part of the solution but be careful about overdoing it.
As for Godwin, you are again pushing a lot of money into years when Godwin will be a FA. So if Godwin becomes a FA, we'll still be taking the cap hit for two years. Similar to how we are taking the hit on guys like Hicks and David. Is this correct? Plus, it takes two to tango. His agent knows he took a deal which, in hindsight given the deals that other WRs got after him, looks a bit team friendly. If they want to renegotiate his deal, they are going to have to add something to it. Don't be so sure that restructuring Godwin will be that easy. Is he worth the same thing to the Bucs as a#2 WR on a transitioning team as he is to a Superbowl contender who needs WR help? And the Bucs could trade for a draft pick that would give the Bucs a WR with four or five years on a rookie contract?

Jason Licht will likely stick around as the Superbowl bought him some time and i am sure ownership, Greenberg, and Jason are in agreement of a 2023 soft tank in order to be in a great position in 2024
Todd Bowles lost the support once he essentially ended Brady's career. We will also remember the 2020 and 2021 awesome seasons we had and than we had an extra season which was atrocious. None of us were even excited for the playoff game because the team sucked.
Time will tell whether the Bucs make a splash at QB or go with some low tier guy to compete with Trask. If the Bucs do indeed take the $35M Brady cap hit this year then i dont see how you cant see that as they are in agreement on the soft tank 2023 year.
