Defensive Penalty - Clock Stopage

Surprised this hasn't been discussed... I understood the rule differently and that declining it gave us the option to start the clock. The Eagles got a free time out for a penalty? That rule needs to change.

Although it would have been unlikely, could you imagine them coming back to win it? We should have been able to run out the clock but that call prevented it.
